Defeat both blue birds and a pedestal appears. A Weight on it brings the minecart in C-1 down.
Press the switch-like thing on the wall, then switch on the generator-like thing in B-2. The lights come on and a floor appears.
Pass the crumbled skeleton and you're shut in. Break the off-coloured wall in C-2 to get out.
